Philosophy:

SafeGuards Specialized Foster Care maintains that sexual offense is primarily premediated, self-reinforcing criminal behavior that impacts the victim, perpetrator, familes and community. For this reason, our treatment approach emphasizes comprehensive assessment, family involvement and close cooperation with judicial system, child welfare and law enforcement agencies. Our approach to the offender is respectful but firm and therapeutically challenging when required. Above all, the expectation of personal responsibility and accountability and reinforced and expected in every phase of evaluation and treatment.

Mission:

The SafeGuards program is a unique, full continuum of foster care, designed to treat sexualized children and adolescents who cannot remain with or return to their legal family. SafeGuards Foster Care is a local agency that provides care to many children in Northeastern Pennsylvania.

SafeGuards Foster Care is dedicated to addressing critical community needs such as providing a safe, cost effective environment for teens, promoting the development of vocational training for youth who would ordinarily leave care unskilled, development of housing opportunities in order to decrease foster child homelessness.
